South Carolina Ranks #5 in NACSA Analysis of State Charter School Policies

The National Association of Charter School Authorizers (NACSA) recently released their first-of-a-kind review of state laws affecting both charter schools and the entities that authorize them. On the Road to Better Accountability: An Analysis of State Charter School Policies helps parents and public officials understand the quality of their community's charter schools. It describes, state by state, how laws can be improved to promote and protect quality public charter schools.

In their findings, 25 states (out of 43) with charter school laws have fewer than half of the quality and accountability measures that NACSA recommends. South Carolina earned one of the highest rankings (#1 in its category) for state policies on charter schools and authorizers, and ranked 5th overall in the United States.

Making Charitable Raffles Legal

Thanks to the 978,208 voters (83% of the total casted votes) who voted YES on South Carolina Amendment 1 to legalize charitable raffles for our nonprofit organizations. 

We hope you pause today to celebrate this major victory - but our work is not yet done! Please take a moment today to email your elected officials and personally encourage them to ratify the bill quickly.


Are Charitable Raffles Legal in South Carolina Yet? The answer is NO ... NOT YET.

Though many organizations use raffles and other forms of drawings as fundraising tools, they have long been, and continue to be, illegal in South Carolina. SCANPO has actively worked to make charitable raffles legal and to provide SC nonprofits with an effective fundraising tool used in all but four states. 

In 2013, S.213 passed and was signed by the Governor. It legalizes raffles held by recognized nonprofits for charitable purposes. However, it will NOT go into effect until voters approve an amendment to the State Constitution, AND that amendment is ratified by the SC General Assembly. 

On November 4th, the necessary constitutional amendment will go before the voters. If SC voters vote YES, then charitable raffles become legal in South Carolina and raffle ticket sales can be used as fundraisers for schools.
